Paul S. Pfeiffer

Investor & Public Relations Director

As the Director of Investor & Public Relations for the Buffalo Niagara Enterprise, Paul’s responsibilities include fundraising, budget development & monitoring and oversight of an investor relations program that allows BNE supporters to maximize their investment and become fully engaged in supporting BNE’s operations.  He is also responsible for public relations, community relations and pro-active message development that will promote organizational objectives, enhance fundraising capacity and increase public awareness of BNE’s economic development activities. 
 On the investor relations side of his job, Paul conducted an outreach program that successfully secured new board and partner level investment.  This effort brought the BNE’s percentage of operating costs supported by private sector funds to 90%.  In his public relations efforts, Paul has worked with his BNE colleagues to secure placements of positive stories of BNE business attraction efforts and pro – Buffalo Niagara region stories in numerous local and national publications and trade industry journals representing an advertising equivalent of over half a million dollars. 
 Prior to joining the staff at Buffalo Niagara Enterprise, Paul worked for New York State Governor George E. Pataki as the Director of Business Development for the Western New York Regional Office of Empire State Development Corporation, New York State’s primary economic development agency.  While at ESDC, Paul consulted with a wide variety of U.S. based and international companies to assess their needs and develop comprehensive incentive programs to facilitate their growth, expansion and relocation in New York State.  While serving in Governor Pataki’s administration, Paul provided project assistance to the Erie Canal Harbor project and ESDC’s International Division.  
 Over the course of his almost twenty year career in state and local politics, Paul held executive level positions that included Village Administrator for the Village of Kenmore, the 14th largest village government in New York State; Chief Administrative Officer to the Erie County Legislature Minority; and Chief of Staff of the Albany office of former Assistant Speaker Pro Tempore, Assemblyman Vincent J. Graber.  He earned a degree in political science from Canisius College and has completed Economic Development Strategic Planning courses through the International Economic Development Council.
