Things are looking up in Buffalo, which had the best employment outlook in Manpower's third-quarter survey. While the area missed the boom of the 1990s and 2000s, it also got away less damaged than many other places during the recent recession. The unemployment rate in Buffalo-Niagara remains below the national average, and companies such as Geico and control component manufacturer Moog are hiring. According to the Conference Board, there were 17,400 online ads for jobs in the area in June, up 25 percent from a year earlier.
